
Why Communicate Risk Assessments and Method Statements (RAMS)?

Every Health and Safety visit will involve a review of the documentation held by a contractor. One of the most recurring observations that we find on site is a lack of evidence regarding RAMS being communicated to the workforce.
Once RAMS have been approved and prior to the commencement of task/work, they should be communicated to all parties undertaking the work. This is normally done by briefings and the individuals then signing in acceptance of understanding – records of which are then kept on file. All control measures as documented will need to be implemented and adhered to.
RAMS being complete and signed off shows legal compliance with the Health and Safety at Work Act 1974. It demonstrates that:
- Risks have been identified and controlled.
- Workers have been informed and understand the procedures.
- The employer has fulfilled their legal duties.
A signature from each person involved shows:
- They have read and understood the risk assessment and method statement.
- They accept their responsibilities in carrying out tasks safely.
- Workers have seen and reviewed the RAMS, not just that it exists in a file.
Essentially, it demonstrates that safety procedures, control measures, and emergency arrangements have been clearly communicated and understood by everyone involved. This is a crucial step in preventing unsafe practices from arising out of ignorance or misunderstanding.
If an accident, injury, or inspection occurs, a signed set of RAMS can be critical in defending against legal claims, enforcement action, or insurance disputes, as it provides verifiable evidence that:
- Proper procedures were in place.
- Workers were made aware of and agreed to follow them.
Effectively communicating, documenting and implementing RAMS encourages engagement and ownership of safety responsibilities from everyone; which fosters a proactive, safety-focused workplace culture.
